Arlington County unanimously approved the Rosslyn Sector Plan, a 25-year plan designed to transform this economic hub into a more walkable, dynamic, live-work-shop-play urban center and vibrant gateway to Arlington on Wednesday, July 22, 2015.

The long-range sector plan provides both a vision and a guide to growth and development in the Rosslyn Coordinated Redevelopment District (RCRD), the area that lies within the boundaries of the North Rosslyn and Radnor Fort Myer Heights Civic Associations.

Some of the plan’s transformative elements:
  • Extending the 18th Street corridor East from N. Quinn Street as a new central spine for Rosslyn that will explicitly link the “top of the hill” to the river edge, improving connections between existing neighborhoods, Metro, the future Central Place plaza, and other public spaces and future residential and commercial development.
  • Establishing a new, varied building heights policy for advancing goals such as creating a dynamic skyline, protecting priority view corridors from the Central Place public observation deck, allowing ample light and air between buildings and ensuring sensitive transitions to neighboring communities.
  • Building a new pedestrian/bicycle bridge to more directly link a future esplanade along Rosslyn’s eastern edge to the Potomac riverfront, Roosevelt Island, and the regional trail system.
  • Converting N. Fort Myer Drive, N. Lynn Street and N. Kent Street from one-way to two-way streets, and removing the N. Fort Myer Drive tunnel beneath Wilson Blvd.
  • Replacing the existing Metro station entrance with an open plaza opening up fully to N. Fort Myer Drive and N. Moore Street.
  • Rethinking how residents and workers use both Gateway Park and Freedom Park, and extending Freedom Park deeper into the fabric of Rosslyn.
  • Fostering a more balanced mix of land uses by significantly increasing the share of housing and continuing a high-density development pattern to support a varied and intensive mix of people and activities
